This report provides an (1) an overview of the history and federal legislation relevant to delivery of employment services to individuals with intellectual or developmental disabilities and (2) a review of the empirical literature on these services. The review of empirical literature covers trends in delivery of services and employment, barriers to employment, studies of service effectiveness, cost effectiveness, and best practices.
