This is an intra-agency agreement of several divisions within the Maryland Department of Education, including the Divisions of Rehabilitation Services, Special Education, Career Technology and Adult Learning and Student and School Services to facilitate the transition of students with disabilities to postsecondary education, training and employment. An introductory section provides information on historical context, purpose, legislative and regulatory authority, populations served and order of selection. A section on state-level coordination details shared and agency-specific state-level agency commitments. A section on local level commitments encourages the development of MOUs at the local level to obtain stated objectives. It also details school system guidelines for referrals of students to the Division of Rehabilitation Services (DORS) and transition planning. Also specified are local DORS outreach responsibilities and procedures for determining eligibility and order of selection for vocational rehabilitation services. A final section details funding and steps for resolving divisional disputes, reviewing and modifying the agreement, as well as its dissemination, and the training required for its implementation.
