Through this technical assistance circular the federal Rehabilitation Services Administration (RSA) addresses a variety of transition issues that state VR agencies have raised during monitoring activities.  The statutory and regulatory provisions described in this circular provide a foundation on which VR agencies can build partnerships with schools, institutions of higher education, CRPs, and employers for the delivery of a wide range of services to students in pursuit of competitive integrated employment and careers.  The guidance contained in this circular will enable VR agencies to implement policies and engage in innovative strategies to improve the transition of students with disabilities, including those with the most significant disabilities, from school into integrated employment outcomes and careers. The circular is also relevant for those organizations, agencies and systems seeking to improve collaboration with the VR system at state and local levels, particularly for the provision of transition services (e.g., referral and application, eligibility determinations, development of individual plans).
