This study was conducted to assess the impact of the Rehabilitation Act on employment and postsecondary education outcomes of eligible transition-age youth. It finds that VR may be serving only a small percentage of youth who could benefit from transition services and that lack of personnel, service unit credit policies and dedicated transition units in local rehabilitation agencies limit the impact and effectiveness of VR collaboration with other agencies. The study contains recommendations to the U.S. Congress, the U.S. Department of Education, and state VR agencies.
